Oil down $11

With oil continuing to go down under $100, hugo is losing $$$ more and more in an already poor VZ economy. It's been said here before, but now it is getting critical for him to get the VZ economy going with Jobs. The lower Oil goes the more pressure Hugo has for granting Permits for jobs.
