Back on Sept 11 I predicted a permit on or about Oct. 1 based on personal experience with government bureaucracy and "face saving". I think that the "legaleeze" side of the permit will be ready by Oct. 1. However I agree that politically it works about best for Chavez for the announcement to happen between U.S. and Ven. elections as discussed by 'Michael5'.
