3 dimensional chess

Seems that the Venezuelean govt can't deal with gold mining in Bolivar state with small miners, unions, large mining comanies, mayors, directors, vice-ministers, rotating ministers and whatever.

The govt is playing checkers, but they need to be able to play 3 dimensional chess to get this done.
