i think it's more a mentality of:

"i cant get found guilty if i dont do ANYTHING".......with all the f'd up laws in ven regarding "ministers going to jail if they do the wrong thing" it creates an atmosphere of fear and complacancy..

i think this is really what was meant by LC being a political hot potato......no one wants to approve the project and then be held liable 10 years down the road.....
