I like that they don't want to "Start off on the wrong foot..."
Has anyone mentioned to these people that KRY is already BUILDING infrastructure for the affected community(s)?
If they were really that unsure since 2005 why:
1) Have KRY pay bond and taxes?
2) Continued to insist on continued social improvements?
It's as though Vz is saying "Spend your money and *maybe* we'll go along with the deal....eventually"
This is what you call stringing along. This is no way to run a government...then again this is Vz...
The main consolation is that since KRY is already involved I suspect that they will still be involved in the eventual development.
I wonder what happens if they pass a law that makes the KRY operating contract illegal? To me that would mean a whole new round of negociations.
