Those are both plausible and there are many other parameters that can be required so as not to reward insiders who have not been successful in advancing corp growth. However my main point and that of others, is that Fung is taking advantage of this silly price and at the same time avoiding the criticism that would come if options were issued way under market after the permit and subsequent stock spike.
