US imposes financial sanctions on Venezuelan bank for providing financial services to Iran

The US Treasury Department designated under Executive Order Venezuela's Banco Internacional de Desarrollo C.A.

The Department of the Treasury of the United States imposed sanctions on Friday against the Export Development Bank of Iran (EDBI) and against Banco Internacional de Desarrollo, C.A., a financial institution located in Venezuela, for allegedly providing financial services to Iran's Ministry of Defense and other Iranian military agencies.

According to the US Treasury Department, the Export Development Bank of Iran, the EDBI Stock Brokerage Company and the EDBI Exchange Company and the Banco Internacional de Desarrollo "have provided financial services to Iran's Ministry of Defense and to Armed Forces Logistics (MODAFL)," EFE reported.

"In response to international sanctions (...) Iran has adopted a strategy of using less prominent institutions (...) to handle its illicit transactions," said Stuart Levey, the Treasury Department's undersecretary for terrorism and financial intelligence.

Levey said that the US action aims to expose the banking institutions helping Iran violate United Nations sanctions, so that financial institutions can take the appropriate steps to protect themselves.

The Department of the Treasury said that the Banco Internacional de Desarrollo C.A. based in Caracas, "is owned or controlled by or acting for or on behalf of, the EDBI."

The United States clarified that the Banco Internacional de Desarrollo C.A. is a separate and distinct entity from the Inter-American Development Bank (IADB), based in Washington, and from Banco de Desarrollo Económico y Social de Venezuela (BANDES), an entity owned by the Government of Venezuela.
