what does either company do now?

I guess they attempt to get a formal notice or wait until Venezuela takes some action that can be legally interpreted that it is the government which has breached the contract or concession agreement as the case may be.

Once that happens they can start the legal process and stop all community activities and get the hell out of the country ASAP so they can startup something new with their remaining assets.
