KRY has asked the vz gov. for clarification on the Dow Jones article. It was not issued as a treat, it was requested that KRY needs to know so they can move forward and do what Kry needs to do as a business.

If Kry was issued the permit today KRY could (not) start mining until the 2011, at the earliest. ( fact)

I ask him why would they (VZ) turn the mining over to russco( a Canadian co.)?

He has no idea at all.
