Perhaps some kind of embargo on sending mining equipment into that country would slow down the VZ government in developing the deposit on their own, plus pull out mining expertise that can be pulled out of the country. And give notice, that mining companies from outside the country should not enter as it will be their own extreme risk and waste of time and resources.
