Doesn't it make the most sense for Hugo to announce the Project now, before the election, to get the votes so he can get his cast back into their respective Regions.

I'm sure the miners in the Bolivar Region would vote "Rangel the Rascal" back in for another term if they knew they had another mining job to work towards. What happens if the Rascal doesn't get reelected? What impact, if any, will that have on the LC Project as he is da man that signed the MOC back in 02?
