Another thing to consider when thinking about Vz and stock/project comments - the government does not want to fuel speculation. By making a comment about the status of a project they would be help "speculators" make "evil capitalistic money"

Funny... la revolution is tied up due to lack of funds... yet they disdain money from capitalistic project that make them the money to put down capitalism... These folks would made a great PhD Thesis in Psycology...
