I really appreciate this very close look at the details of this and other staements. There is no doubt that some specific words do not translate well. Think of the word 'cancelled' that the officials use to say they have given out cheques!! I guess it means 'canceled out the debt they had with the miners??
Anyway, one point I would like comment on. The assertion that they wanted to deal with all the small mines and miners, and get the new rules laid out, and they don't want anyone including private companies, working in any of the areas that are being planned and laid out for independant miners. Assuming this is the other parts of Las Christinas that is not part of KRY's, they would not want to have Crystallex start on there area, when all the independants still hadn't even recieved there cheques, much less their plots of land to mine within proper standards.
This may be basically..........We have to get the new law in place, and our own people looked after, before we can let you start. It would look bad if we let the big Multi-national start work, while holding back the people.
Seems to me that this would fit in with the closer interpretation of the Nov. 5th and other staements.
