Venezuela can make any kind of inquiry and start any kind of negotiations that it wants to with Crystallex without any legal liability. Liability only arises if Venezuela breaches the MOA. If Crystallex agrees to modify the MOA there is no issue.

NOTE: RM has said that no such events or discussions have occurred.
