It isn't up to Chancellor if we operate the mine -- it's up to Hugo. Hugo doesn't like Chancellor or he wouldn't be in jail, where he could spend his entire term as mayor for all we know.

Pehaps Hugo should teach Chancellor a lesson and give us the permit, which would take away all the angry miners that support Chancellor, then Hugo can just let him rot in his cell. I'm good with that since the guy is anti-Crystallex and is either uninformed or is a liar.
