Hugo definitely has all the signs of a major coca driven ego. That's probably the reason no one can figure what his next move is going to be and that includes the people in his own government. Hugo has install fear into his subordinates with the old "cop of their head" or "throw them in the tower" ideology. He is a loose canon, that will either smash up the ship or go overboard and sink into oblivion.
