I'm not sure at all that KRY is useful as a 'political football'. The people sure don't seem enamoured by KRY, and would rather see some kind of State run mine. ( yeh, when cows fly ). If they were, then you could see that Chavez might want to keep the 'carrot on the string', always giving them hope, keeping them voting for him.

Other than that, I don't see what value there is in using KRY. I've come to the conclusion that all will work out. I think the problem could simpley be that Chavez can't multi-task, and has been so busy tooting his own horn ( yes, maybe 'tooting' as well ), and just can't get it together ( incapable ) of looking after bussiness at home. His mind is just too full of grandiose ideas and plans.
