Why didn't KRY go this route instead of waiting 6 months for a response?

Simple...KRY management was under the mistaken impression that the delay in securing the permit was due to incompetence and bureaucratic infighting rather than corruption at the highest levels. They misread their hand and we will soon be bankrupt with only the faint hope that the lawyers will somehow give us back pennies on the dollar.
