Boss, my answer would be that (1) Hugo doesn't have the capital to maintain or expand production, (2) Hugo doesn't have the local expertise to do anything, and (3) Hugo just figured out that he screwed up again by shooting his big mouth off.

Does anyone think that ANY western investment will ever come back to a socialist Venezuela if Hugo doesn't come through for KRY and GRZ? I don't.
