Actually, I read this as a confirmation that VZ knows they do not have any funds to start this project off. With cashless RML doing silly things, it makes me wonder what these guys are smoking because in this day and age of NO LOANS to ANYBODY, this project needs soooooooooooooooooooooooo much outside help it isn't funny. This boasting is just that, make it looks good to the uneducated masses but does little to get anything done. This is a pure referendum speech.
