I don't believe anyone in KRY management expects a permit - they may still fight for one but expectations must have changed by now.
With Vz in dire straights and no permit forthcoming it is clear to me that Chavez would prefer not to give the permit to KRY.
But Sanz statement about legal problems reinforced by RML's bid for GRZ tells me they are not about to expropriate or break contracts.
So if shareholders of GRZ and maybe KRY continue to shun RML and Vz fails to gain financing through the capital markets which would allow more reasonable buyout offers, Chavez might have no choice but to move to plan B and issue us the permit.
