I figured it out! I just saw a soundbite of a Chavez speech on the boob tube, it was about 7 seconds long, during which he rolled a "r" (in one word) for about half of the soundbite. Even though I had no clue what he was saying, the rolling "r" sounded so good that even I too would now be tempted to vote for him.

I would definitly like to hear him roll the "r" in c RRRRRRRRRR ystllex also.

The imagery also reminded me of some old film clips of Mussolini (no offense to the Italians) at the podium.
