CJR......the only scenario I can think of would be, that Agoracov and Polyus have come up with a deal to fund RML to do a REAL buyout deal with KRY, or possibley some kiind of merger, with RML having the cash to make it work, from Polyus?

Just a thought. It would likely get the permit soon, and a merger would mean that things would get up and running just as quick.
