CARACAS, March 21 (Reuters) - Venezuelan President Hugo Chavez began a broadcast on Saturday in which he will announce economic measures designed to offset lower oil revenue and the impact of the global financial crisis on the OPEC nation.

"These are measures to confront the great threat that originates in the economic model strongly defended by the national bourgeoise," the leftist Chavez said before running through the achievements of his decade in power.

Chavez has not yet revealed what the measures might include, but the high-spending president promised to protect social programs and investment in infrastructure and housing.

Some analysts believe Chavez is preparing a devaluation of the fixed-rate bolivar currency, although the president said in February he would not devalue in the short term. (Reporting by Frank Jack Daniel; Editing by Peter Cooney))
