As too who put who up to this attempt to end run the GRZ concession rights and rescinding of the permit, it really doesn't matter. I suspect that RML got the idea as a way to feather their nest and get Hugo on side in a single move and obviously Hugo accepted the idea and assisted with the permit nonsense. What does matter is that it didn't work so either Hugo admits defeat and issues the permits to GRZ and KRY or he bites the bullet and pays up in international arbitration.
