Yup. Gotta come to papa if you want it done now. But I really think this article says CLEARLY that Hugo needs CASH in a BIG way. He has none to do anything he wants and now is out with hat in hand. The guy is pathetic and he boasts with nothing to back it up. I am sure all the other leaders look at him as a baffoon.
