They probably will wait until the medical facilities and water treatment plant are finished.This way their social obligations are completed and the abritration can proceed.End of 3rd quarter is when RM said which takes us to June.The thing that i didnt like was him saying it all depends on Ven contractors,weather,ect. ect.In Ven. that may mean the projects could take another few years,lol
