I hope your right Penderite. It makes sense...; But if it makes sense to me, it probably won't make sense to Hugo.

A year or two ago they sent troops in, and got tough on the illegal miners for a time. The political backlash was pretty intense since they were taking away their livelyhoods and offered no real alternatives. I know they have been working to find land that will work for them.

As you pointed out, Hugo has many more reasons to get the gold out of the ground now than he had a year ago. Oh no; it still makes sense.
