Nope, that is just cr@p from Roy Carson. The bilateral investment treaty is quite specific on the damages available and it is well more than book value. There is a link to the BIT on the second page of the Link Library.

No_bear, not disputing this, just trying to get inside Hugo's devious mind to try and determine what he is likely to offer us.
