I view Arbitration as a last resort, and IMO we are at that point now. Does anyone on this Board think we should continue to skate on thin ice, hoping that the Permit comes, before we run out of money?

Venezuela has failed to anwer our requests, etc, for clarification thus far.

Don't you think that negotiations would continue during Arbitration?
