You know it sounds like Hugo woke up one morning and decided... Hmm those greedy miners... It's my gold.. I want 70% !!! Then after being advised by his panel of "experts" he realized.. Hmm Damn I guess I can't have 70% as no one wanted to mine.. Ok Hugo thought..let's make it 50%... Will you mine the gold now? You drive a hard bargain Hugo...Yes Hugo... Now give us the damn permit!
