There is no particular criteria to this. If Hugo wants to go ahead, who can stop him. It is his country however, if there is a decision by the tribunal it is a monetary one. KRY keep what is theres and money is sent to KRY as compensation for the broken deal. If there is a settlement, whatever the parties agree upon is what happens.
