I think it is required to disclose ANY offer solicited or otherwise in a PR UNLESS active negotiations are ongoing but even then I still think they would have do disclose that they are in discussions. I could be wrong since it is a government and not another company but I still think if anything was offered they'd be obliged to disclose. They can probably get around it with the "ongoing discussions with senior officials for an amicable solution"
BTW, the 14 year investor was my favorite and I felt like he reflected the frustration we all feel. I've been in KRY since 2005 and I though that was a long time. Especially when he said KRY at one time was the golden child and asked "what happened" My thoughts as well.
