My two cents is this makes our case stronger. (I still don't think we get a permit though). Consider this:

After the revisions we have been told our plan is workable within current environmental restrictions.

VZ's position before was only joint ventures but now contracts are OK...we have a contract.

The CVG documented we are in compliance and we have completed the last two social projects (they said the hospital is "essentially" completed)

Don't forget we paid bonds and taxes that were supposed to be for the permit 2 years back.

Based on this how can they avoid paying us off?

Perhaps it was the trip to Russia that changed them around. Perhaps the Russkies let VZ know they won't particpate in theft and extortion?
