Honestly, I've quit applying logic to Hugo. I think the man is insane. We've all seen the documentaries about him and how one minute he sings during his presidental addresses, then he'll pick out a random government official and berate them for something that resulted from his own decisions. He nationalizes cement companies, oil companies, and malls whenever it suites his fancy. And he's obviously trying to curry favor with the communist/former communist countries of Russia and China by flagrantly thumbing his nose at the West.

If KRY was an Agnico or Yamana (with multiple other projects around the world), I'd have no fear.
