ven could take over the mine and build today...BUT, it would pretty well screw up any case they could make for not issuing kry an environmental permit...international arbitration can not put a hold on any resources within venezuela....they can however seize/freeze ven assets outside ven borders.....the problem for hugo becomes, his $$$ all comes from outside the country based on oil sales.....
