Based on the information from Russia, the principal amount of the bank would be at USD 4 billion, 51 percent of which comes from the Russian stake, AFP reported.

4B does not sound like a lot of money in the global economic picture but it looks like the Ruskies have controlling interest percentagewise. I'm guessing that is what Hugo has to concede to get a 4B deal. Hopefully this money is made availiable to make us an offer?
