Playing in the stock market.

There have been several published articles with V officials stating Crystallex will not be the miner because they where "playing" in the stock market.

Does anybody know what this means? At face value it seems to be a illogical statement; aren't all public companies "playing" in the stock market. Is there anybody from V or South America on the board that could explain what this means and how it could be used in V law to cancel a contract.
