I am sure there are cooler heads and sensible business and technical people within the various government departments who clearly see the folly of Hugo's politically motivated stance, but while they may be the ones who are act as the liason between the company and the government, who express the sensible opinion that an amicable solution is the best for all parties, they are not the president and they cannot do anything about the irrational politics they have to work under.
