Of course, once the oil is in a safe port we would need him to apply for an environmental permit due to the potential risks of oil contamination from that many super tankers.

We would expedite so it would only take about 4 years. Meanwhile, we will require Hugo to invest $350 million in social projects around the safe port. Then we would tell Hugo that he had only to pay port bonds and taxes and we would release the MOC.

A year after he pays us that money we will deny him the MOC. We can just make up a reason. We'll ask him to resubmit his plan and then we will tell him it is feasable and we'll get back to him. At that point we will just simply refuse to respond for a year or two while VZ's cash runs out.
