ya beat me to it Prezon. Not sure if this is relating to just mineral that are used to make building material. Seems like a fairly drastic step to just protect iron and aluminum mines. Maybe they didn't want to bring up the gold mining sector, cause it migh tget a big reaction from the locals that are illegally mining, in places like Las Cristinas.
