Hugo still doesn't understand that all of his wonderful resources are worth zero unless they are taken from the ground, processed and sold. Venezuela obviously can't do this. Apparently he thinks there is someone stupid enough out there to do it for free. What a laugh...Hugo trotting the globe making deals to offer mining assistance to other backward third world losers.
