what i really took away from the article was that it is ok to be an illegal miner as long as you work in the most dangerous of conditions.....

that way the government run industries can show a much improved safety record...

i.e. the part where they cant re-inforce or "shore up" the mine walls because that would make them "industrialists" subject to the minister of basic industry...

it's hard to imagine........
