Pend - I certainly hope this is a signal of things moving forward but I did not get any sense from either English or Spanish versions this was pro KRY or GRZ.
This paragraph in Chewy's post is not in your translation above but I think it shows the same anti-capitalist anti-KRY spirit
La estrategia busca revertir las difíciles condiciones de vida en la región, resultado del esquema centrado en la búsqueda de ganancias de las empresas transnacionales en cuyas manos estaba la explotación de la riqueza aurífera. The strategy aims to reverse the difficult living conditions in the region, a result of the scheme focused on the search for profit of transnational corporations in whose hands was the exploitation of gold wealth.
Note the reference to "was" in the hands of transnationals
Hopefully if they are closing in on a plan then the may be ready to consider some copensation but I do not believe they have any intention of including KRY or GRZ in the mining. Everyone in power including the President of CVG Minervan has stated or at least been quoted as stating that KRY will not mine LC. Oddly this is the same guy who said we were in compliance with the MOC....but that's VZ. If they reversed this now they would lose too much face.
I still believe that KRY needs to focus on financing since they cannot file arbitration if they cannot remain solvent throughout the process. In the same respect I do not see why VZ would make a settlement offer as long as the see we have no cash to make arbitration work.
At least it is nearing some resolution one way or another.
