CJR.....seems likely that an individual(national) can file, or a group.

You just need to have a least 100 grand to get it happening for the first year or two, and that doesn't include ones own lawyers.

Possible, but it would take several committed people to pony up the cash. It would be a really time consumming project for someone, or some committee of folks.
