Tracker....Agreed. I think it will happen. No matter how much Hugo may love the Chinese or Russian ideology...they won't invest unless they can make an acceptable profit. The price of gold is slapping Hugo in the face every day. His only option to allowing someone (anyone) to make a profit is to have the soldiers run the gold mining industry for his own short term gain in open, corrupt fashion. Hopefully he has not sunk that low.
