It seems the Chancellor was just not blocking roads, looks like he was plenty busy with other endeavours as well.

Nevertheless he was popular enough with the Sifontes mining population to be elected mayor while in prison. Perhaps an example is being made of him in Martha Stewart style....perhaps not.
