EZ - I have had enough conversations with Chinese businessmen while in South America to know that they are VERY interested in getting more footholds in South America. They are ingrained in Argentina more than anyone in the U.S. knows and they would do the same in VZ. Even if it was a risk of business loss they want an in for influence. We must never forget that the U.S. doctrine has always been that WE control South America. As we have lost fortitude over the years the Russians and Chinese have moved in. They are willing to lose money to gain a foothold and presence in the market.
