I am ROTFL at Chavez giving even a half a second's thought to whether or not rabbit meat, coca leaves, truffles, ketchup should be classified as essential or non-essential.

So...he either has many VERY trusted workers he's delegated this "list making process" to, or ...more likely....this "list" is just more BS, causing all to run around in circles and get nothing productive accomplished.
