Does anyone else on this Board place any importance to R.M.'s response to Jose Kahn's statement in Correro del Coroni?

And, why does R.M.refer to "permitting in MARN?

I understood that MINISTRY OF ENVIRONMENT AND NATURAL RESOURCES (MinAmb) was formerly MARN. TIA
